Chapter 5: Supplying Arms for the Bay of Pigs Invasion and the Assassination of JFK
THE MAFIA APPROACHED the incoming Kennedy administration with both apprehension and hope. They knew Kennedy’s father from his time as a bootlegger during prohibition. Sam Giancana had made contacts with the Kennedy campaign, using Frank Sinatra as a go-between, helping Kennedy in both the West Virginia primary and in the general election in Illinois. Sinatra was a good choice for this because he had strong mafia ties, his family came from the same town in Sicily that Lucky Luciano was born in, and they became friends when Sinatra was younger. As an entertainer, Sinatra could also easily be seen in the company of the Kennedys. Sinatra and Jack Kennedy had a mistress in common as well. Bufalino never liked Sinatra, and from the times he met him, Sheeran himself was no fan. He considered Sinatra an angry drunkard.
Joe Kennedy had promised that Jack could keep Bobby in check during his administration and that the Administration would help with the mafia’s problems related to Cuba after Castro took over. On the other hand, JFK had given his brother the position of Attorney General, making him the number one law enforcement agency in the country. Bobby, as a senator taking control of the McClellan Hearings on corruption in organized labor, had made Jimmy Hoffa his number one target, failing three times to convict him of a variety of crimes. This commission had also probed the many connections between the Teamsters and the mafia.
Many in the Mafia saw Bobby’s elevation to the Attorney General as a broken promise on the part of his father. Bobby went hard against both Hoffa and the Mafia during his time as Attorney General. He created a squad in charge of investigating Hoffa, known as the Get Hoffa Squad. He also instructed all of the agencies involved in federal law enforcement to start sharing information to better use it against the mafia. Mafia convictions rose sharply during the Kennedy Administration.
Still, the prospect of returning Cuba to the pre-Castro regime kept the mafia, and a reluctant Hoffa, working with the Kennedy administration, at least at its onus. Cuba was that important to the Mafia, thanks mostly to Lucky Luciano. Luciano had shifted the American Mafia from the Sicilian, Boss of Bosses’ leadership style, to being led by the committee and was one of the major powers in the American Mafia running the Luciano family, one of the five mafia families given control over New York City. Luciano was often at odds with the New York District Attorney, Thomas Dewey. When Dewey was appointed as the US Attorney for the Southern District of New York, he prosecuted Luciano for forcible prostitution relating to the brothels that he ran.
Luciano was convicted and sentenced to 30 to 50 years of jail time. His position as one of the leaders of the American Mafia fell immediately and would have disappeared completely until his luck changed at the onset of the second world war.
